The Navajo Rifleman is a good choice if the resources are present to add the population free units to an army, though they lack power compared to more standard units from the various civilizations. They have a great movement speed and decent hand attack when compared to other Skirmisher-type units. However, they have a low base damage, low Line of Sight and low ranged resistance.
Besides having a penalty against them, they have the ability to go into stealth mode which can be used to set up ambushes on enemy villagers.
Upgrades native warriors to Elite/Disciplined/Veteran and Champion/Honored/Royal Guard (if not already); Native Embassies get +40% hit points and +5 build limit (also +4 Uhlans for the Germans)
Infantry and shock infantry train time -40% (also +2 Uhlans for the Germans; +1 Hindu Villager for the Indians)

"Native Treaties" is available to Europeans (except the Maltese) and Native Americans, and ships 4 Navajo Riflemen if the player had built a Trading Post on a Navajo settlement.
"Native Alliance" is available to the Aztecs, Inca, Indians, and Japanese.
"Native Warriors" is available to Europeans and Native Americans (except the Haudenosaunee).
"Native Warrior Combat" is available to the French, Haudenosaunee, Inca, and Mexicans (upon revolting to the Maya).
"TEAM Native Weapon Trade" is available to the Dutch, Native Americans (except the Inca), and also British and French upon revolting to Canada.

Maroons, native warriors, and Villagers now regenerate hit points at a rate of 0.25% per second when idle; Yoruba Eso Rider hit point degeneration rate -60% and Militiaman hit point degeneration rate -10%, and for both stops at 25% hit points
Louverture Liberation
Ships 6 Citizens and allows them to be trained at the Town Centers for 70 coin; allows Fishing Boats to be trained at the Dock; native warriors get +20% hit points and +5% speed
Each different allied native tribe sends a large shipment of their respective native warriors and upgrades them to Elite and Champion (if not already); native warriors train time -10%; native warrior shipments and "Native Treaties" arrive time -50%; costs 500 food, 500 wood
"Indian Friendship"/"Chimayo Genizarios" ships 8 Navajo Riflemen if the player had built a Trading Post on a Navajo settlement.

With patch 1.01, the Navajo Rifleman has a ×2.0 ranged multiplier against light cavalry and Eagle Runner Knights, and ×0.75 against cavalry and Coyote Runners.
Definitive Edition[]
Navajo Riflemen cost 60 food, 50 wood, give 11 XP when trained or killed, have 11 hand damage, 20 ranged damage, have 14 range, have a build limit of 16 per Navajo Trading Post, have a training time of 30 seconds, have 190 hit points, and have a speed of 3.5 in stealth. With a later update, the range change was reversed.
Counter Infantry Rifling no longer improves Navajo Riflemen.
Navajo Riflemen have the melee and ranged multipliers against heavy infantry, light cavalry, Eagle Runner Knights, cavalry and Coyote Runners removed, and now have a melee and ranged multiplier of x0.75 against villagers.

With update 13.9057, the Navajo Rifleman is tagged as Light Infantry. Although it is not listed in the patch notes, Counter Infantry Rifling now properly affects Navajo Riflemen again, because the added Rifle infantry tag.
With update 13.12327, Navajo Riflemen cost 60 food, 40 wood, give 10 XP when trained or killed, have 6 hand damage, 11 ranged damage, have 16 range, have a build limit of 15 per Navajo Trading Post, have a training time of 20 seconds, have 200 hit points, and have a speed of 2.5 in stealth. Their stats are again similar to the The WarChiefs version with extra range and multipliers against Eagle Runner Knights and Coyote Runners changed to ranged shock infantry and hand shock infantry respectively.
With update 13.58326, the Navajo Rifleman has a ×2.5 ranged multiplier against light cavalry and ranged shock infantry, ×0.6 vs. cavalry and ×0.5 vs. shock infantry.
In its Definitive Edition unit portrait, the Navajo Rifleman is armed with what appears to be a Remington Rolling Block rifle.

Native Americans obtained rifles and other firearms in various ways. Some were traded by non-Indians for skins and other goods. Others were provided by U.S. government officials to those living on reservations for the purpose of hunting. And a great number were obtained through raids and scavenging battlefields. Regardless of how Native peoples obtained firearms, Native Americans proved remarkably adaptable in leveraging this new technology to their battlefield tactics.
Even though firearms were quite expensive and often difficult to acquire, by no means were the different tribes always outgunned. In fact, during the Battle of the Little Big Horn it's believed that the Sioux were equipped with several hundred repeating rifles - offering them a significant firepower advantage over the Springfield single-shot carbines held by Custer's men.
